The very first thing that you need to do to make louder footsteps is to go to the volume settings of CS:GO and increase the footsteps loudness.
You can also use a console command to make the footsteps even louder which is:
- Volume x (X stands for the number you want the loudness to be.)
- Snd_headphone_pan_exponent 2
- Snd_front_headphone_position 45.0
- Snd_rear_headphone_position 135
- Snd_mixahead 0.05
With these commands you will increase the loudness of your and the other player’s footsteps, allowing you to hear them better.
You can also try to change to a different sound system (Different headset) which have better sound quality and will help you realize exactly where the other players are.
