In order to find the Crafting Kit, you will need to go to the Church of Elleh in Limgrave.

When the Church of Elleh has been entered, you will see an NPC in red clothing who is sitting in front of a campfire. Speak with the NPC and a menu will pop up where you can purchase things from him. In his catalog, you will see the Crafting Kit that you can buy for 300 runes.

After you have purchased the Crafting Kit, open up your menu and you will notice that the Item Crafting menu is available and you can start crafting items.
